I believe the 14 club rule was decided when golf was an infant. The decision was made by two guys as one had 16 clubs and the other had 12. This could just be an old Scottish fable though

The GHA has changed that maximum for handicap rounds to 18 for 2023
isnt there a new rule with handicapped golfers to carry 18 ? i seen that somewhere for 2023
